ON THE PATH OF BUILDING CAPACITY FOR LOCAL GOVERNANCE
The Institute of Local Government Studies (ILGS) in collaboration with the Ministry of Local Government, Decentralisation and Rural Development (MLGDRD) and the District Assemblies Common Fund (DACF) organised a three day Executive Strategic Leadership (ESLM) Course for Metropolitan, Municipal and District Chief Executives (MMDCEs) from the North East, Upper West, Savannah, Northern and Upper East Regions from Tuesday 24th to Thursday 26th October, 2023 at the Institute's campus in Tamale.
The ESLM Course was designed for Chief Executives of Ghana’s LGs to master the art of leading and managing local governance and development. The course was designed from the functions and responsibilities assigned to District Chief Executives by Sections 20 and 21 of the LG Act of 2016 (Act 936). These functions have also been translated into performance indicators of MMDCEs and would be the basis for assessing the accomplishments of MMDCEs.
By the end of this course, MMDCEs were expected to be able to develop the key leadership and management ingredients that are needed to accomplish their responsibility as the chief representative of the central government at the local level, apply the principles of leadership and management at the local government level, identify and explain elements in strategic planning & management and outline the role of MMDCEs in developing them, be conversant with important regulatory rules and procedures governing the work of the MMDCE, demonstrate ethical leadership, appreciate the importance of rule of law, abide by them and reduce audit infractions and risks associated with litigations and financial loss amongst others.
Participants (MMDCEs) who successfully attended and participated in all sessions were awarded an Executive Certificate in Strategic Leadership and Management.
